The State Council has officially approved the key project plan for Tibet’s 12th Five-Year Plan.

On July 15, a press conference on the preparatory work for the 60th anniversary of the peaceful liberation of Tibet was held in Tibet. Reporters learned at the press conference that, to celebrate the 60th anniversary of the peaceful liberation of Tibet, the State Council officially approved the “12th Five-Year Plan for Supporting Tibet’s Economic and Social Development Projects” on July 6. The plan covers 226 projects with a total investment of approximately 330 billion yuan—nearly doubling the investment made during the 11th Five-Year Plan period.
Gao Yang, Secretary-General of the People's Government of the Tibet Autonomous Region, stated that this is the most significant gift the central delegation has brought to Tibet—a major policy that will drive Tibet’s economic and social development during the 12th Five-Year Plan period, and also represents the greatest opportunity facing Tibet’s economic and social development over the next five years.
It is understood that, thanks to the joint efforts of the central and local authorities, the "11th Five-Year Plan Project Proposal for the Tibet Autonomous Region" has been implemented smoothly. By the end of 2010, all 188 planned projects had commenced construction, of which 109 had been completed and put into operation, with cumulative investments reaching 87.1 billion yuan. Driven strongly by central government investment, the region’s total fixed-asset investment across society during the 11th Five-Year Plan period reached 165.6 billion yuan. The 11th Five-Year Plan period was the most intensive in terms of investment, the period with the largest number of construction projects, and the period that saw the most remarkable achievements in economic and social development in Tibet’s history. Infrastructure bottlenecks have been significantly alleviated, the level of public services has markedly improved, the plateau’s ecological environment has been effectively protected, distinctive advantageous industries have accelerated their development, and the living and production conditions of farmers and herders have visibly improved.
Gao Yang said that during the 11th Five-Year Plan period, Tibet achieved remarkable accomplishments, providing strong support for the development during the 12th Five-Year Plan period. As the ongoing projects from the 11th Five-Year Plan are gradually completed and put into operation, the foundation for the 12th Five-Year Plan development will become even more solid.
The “12th Five-Year Plan for Supporting Economic and Social Development Projects in Tibet” focuses on addressing the most prominent and pressing challenges and issues currently facing Tibet, with a particular emphasis on key areas such as safeguarding and improving people’s livelihoods, infrastructure development, developing distinctive advantageous industries, and protecting the ecological environment. The smooth implementation of this plan will accelerate improvements in the production and living conditions of all ethnic groups in Tibet and strongly propel Tibet toward leapfrog development.
