Committee Member Lei Jufang: Compile a Catalog of Ethnic Medicinal Resources.

　　On March 2, Lei Jufang, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairperson of Tibet Qizheng Tibetan Medicine Co., Ltd., said, “My first proposal was about the conservation and development of ethnic medicinal resources. We should draw up separate catalogs based on three categories—allowable use, restricted use, and prohibited use—to guide green trade.”

　　Lei Jufang suggests conducting a survey of ethnic medicinal resources to gain a comprehensive understanding of the status of commonly used species as well as rare and endangered ones. Standards should be established at the very source of market access, prohibiting the development of drugs containing endangered plant resources. Taking Tibet as an example, over the next three years, we should scientifically and objectively compile three key lists: “The Catalogue of Bioresources Available for Development and Utilization in the Tibet Autonomous Region” (covering species with large resource reserves); “The Catalogue of Bioresources Subject to Restricted Development and Utilization” (featuring species with certain resource reserves but whose development and utilization should be subject to specific limitations); and “The Catalogue of Bioresources Prohibited from Development and Utilization” (including endangered and near-endangered bioresources, such as snow lotus).

　　Lei Jufang emphasized the need to bring in authoritative international and domestic research institutions and expert teams to join China’s efforts in the conservation of ethnic medicinal resources, thereby ensuring their credibility and reliability. She suggested promptly adding to and revising the list of varieties included in the Chinese Pharmacopoeia and other national standards, and clarifying the “list of medicinal-food dual-purpose varieties” specific to locally produced resources in ethnic regions.
