On the evening of April 16, Tibet Qizheng Tibetan Medicine Co., Ltd. released its "2013 Corporate Social Responsibility Report." This is the company's fifth report since it first voluntarily published a corporate social responsibility report in 2009.
Qizheng Tibetan Medicine is a private enterprise originating from western China, specializing in ethnic medicine and the health industry. Since its inception, the company has deeply embraced the “balancing righteousness and profit” ethos of the Guangcai Initiative, pursuing development-oriented poverty alleviation primarily through project investments in Tibetan areas of western China, supplemented by charitable donations. While driving economic development in ethnic regions, the company has also achieved remarkable progress. In 2013, the company’s total operating revenue reached 969 million yuan, and its tax payments in the Tibet region exceeded 200 million yuan for the first time. The company employs 1,452 people, stationed in Beijing, Lhasa and Nyingchi in Tibet, Lanzhou, Longxi, and Gannan in Gansu, and Jingyuan in Ningxia.
As a key high-tech enterprise under the National Torch Program, a nationally recognized Enterprise Technology Center, one of the first batch of National Innovative Enterprises, and the Tibetan Medicine Engineering Technology Center of the Tibet Autonomous Region, Qizheng Tibetan Medicine has consistently provided the market with valuable and meaningful products. At the same time, the company regards “inheritance” and “innovation” as the most critical core elements in fulfilling its corporate social responsibility. While achieving rapid development itself, Qizheng Tibetan Medicine is committed to becoming a leader and practitioner in the Tibetan medicine industry. The company continuously pursues innovation in R&D, technology, and quality standards, promoting the integration of regional ethnic medicines with the broader Chinese pharmaceutical market and constantly enhancing the quality of modern Tibetan medicines. It also persistently carries out secondary development of classic Tibetan medicine prescriptions, meeting the expectations of both the market and patients, and driving the development of the Tibetan medicine industry through its contributions to the market.
As a national pharmaceutical enterprise originating from the southeastern Tibetan Plateau, Qizheng Tibetan Medicine deeply understands the importance of sustainable resource and environmental management. While minimizing the environmental impact of its own products, the company consistently focuses on biodiversity conservation and actively leverages modern technological tools to enhance the efficiency of resource utilization in contemporary Tibetan medicine. It engages in wild cultivation and artificial domestication of Tibetan medicinal materials right from the source, and carries out extensive efforts to clarify and standardize the origins of Tibetan medicinal herbs, striving for a balanced development between resources and industry. As of 2013, Qizheng Tibetan Medicine had completed a comprehensive survey of the status of dozens of key medicinal materials it primarily uses and had formulated a detailed resource utilization plan. The company has also conducted field investigations into the status of certain traditional Tibetan medicinal materials and performed baseline identification on several of these herbs.
When developing new drugs and conducting secondary development, the company prioritizes optimal formulations and rational development practices, ensuring efficient resource utilization from the very outset. The company strictly prohibits the exploitation and use of endangered Tibetan medicinal plants and animals; resource constraints serve as a decisive factor for rejecting new drug development proposals. Whenever possible, the company selects formulations that require small dosages and are easy to administer. Guided by pharmacological efficacy, while respecting the convenience and effectiveness of clinical use, the company strives to adopt processing methods that maximize the utilization rate of medicinal materials. Furthermore, the company promotes the research, development, and application of substitutes for endangered Tibetan medicinal resources.
In the development of its medicinal herb business, Qizheng Tibetan Medicine is committed to promoting the standardization of cultivation practices for authentic medicinal herbs from the northwest region and has established a comprehensive quality-control chain. With the goal of protecting and improving the ecological environment and achieving sustainable development, the company is intensifying its selection process for cultivation sites at the source, strictly adhering to all green-production requirements in field management, and actively restoring and protecting soils that have been excessively contaminated by pesticides.
As a privately-owned, publicly listed enterprise operating across regions and fostering the integration of multiple ethnic groups, Qizheng Tibetan Medicine has consistently promoted ethnic, cultural, and talent integration throughout its corporate development. It places equal importance on cultivating and tapping into local talent as it does on attracting external talent. By hiring local residents and embracing local community members, Qizheng Tibetan Medicine not only strengthens its human capital but also brings economic benefits to the local communities and enhances its ability to better understand local needs. The company has a long-standing practice of giving priority consideration to local residents in its recruitment efforts in Tibet, Lanzhou, Longxi, Jingyuan, and Ningxia. In 2013, managers from local backgrounds accounted for 33% of the company’s senior management team.
The company encourages and facilitates Tibetan employees to work in inland areas and Han Chinese employees to work in Tibetan regions, providing them with supportive working conditions and benefits. Employees who demonstrate outstanding performance will be given priority in terms of training and career advancement opportunities. In 2013, Qizheng Tibetan Medicine had a total of 1,452 regular employees, among whom 246 were members of ethnic minorities, accounting for 17% of the total workforce. Over the past three years (2011–2013), the company’s manufacturing center sent a total of 27 employee rotations to Tibet. While implementing internal talent rotation programs, the company has also developed a succession plan for cultivating Tibetan-region employees. By sending specialized technical personnel on rotational assignments to Tibet, the skills of Tibetan employees have been effectively enhanced through mentorship and knowledge transfer.
In 2004, the company made an exclusive investment to establish a special fund under the China Guangcai Program Foundation for the Protection and Inheritance of Tibetan Culture, committing itself to becoming a model enterprise in social公益 endeavors such as inheriting and safeguarding Tibetan culture, promoting education in Tibetan areas, and providing low-cost Tibetan medical care in pastoral regions. In 2013, the total amount donated by the “Tibetan Cultural Inheritance and Protection” special fund exceeded 14.27 million yuan, and 20 projects were implemented.
Over the past two decades, Qizheng Tibetan Medicine has focused on addressing specific social development challenges by combining inheritance with innovation. Through sustained efforts in areas such as inheriting and innovating, integrating with the market, enhancing technology, cultivating talent, and building platforms, it has achieved a deep integration of traditional ethnic medicines with modern markets.
