Committee Member Lei Jufang: Establishing a Tibetan Medicine Resource Conservation Zone Is Imperative.

　　On the occasion of the Fourth Session of the 12th National Committee of the Chinese People's Political Consultative Conference, Lei Jufang, a member of the National CPPCC, a standing committee member of the All-China Federation of Industry and Commerce, and Chairwoman of Qizheng Tibetan Medicine, who had traveled to Beijing after a long journey to attend the session, said in an interview at the delegates’ residence that, given the macro-level guidance from national policies and Tibet’s strategic ecological position, establishing a Tibetan medicinal resource conservation zone in Tibet has become an urgent necessity.

　　“The Qinghai-Tibet Plateau is one of China’s regions with the richest biodiversity. Tibetan medicinal herbs boast remarkable therapeutic effects and have played a vital role in safeguarding public health for thousands of years. Yet, the Qinghai-Tibet Plateau is also one of China’s most ecologically fragile regions. It serves as a crucial ecological and security barrier for the country, a sanctuary for the distinctive cultural heritage of the Chinese nation, and a world-class tourist destination. Moreover, it is an important corridor along the Belt and Road Initiative, linking Central Asia and serving as a gateway to South Asia. Thus, it represents a key component of the nation’s implementation of the Belt and Road strategy.” Committee Member Lei Jufang told reporters that, given this region’s fragile ecological environment and its exceptionally diverse plant resources, establishing a Tibetan medicinal resource conservation zone is both critically important and urgently needed for the effective implementation of national policies and strategies: first, to protect medicinal resources; second, to preserve the natural environment of the Qinghai-Tibet Plateau; third, to safeguard the unique cultural heritage of Tibetan medicine; fourth, to promote economic development in the Tibet region; fifth, to foster ethnic unity; sixth, to enhance the international standing of Tibetan medicine; and seventh, to support the nation’s poverty alleviation efforts in the local area.

　　Lei Jufang therefore proposes that the Tibetan medicinal resource conservation area—centered on Tibet—be included in the national “13th Five-Year Plan” major project database for the protection and development of Chinese medicinal materials. Specifically, this includes: First, a wild Tibetan medicinal herb conservation project. Centered on the protection of Tibetan medicinal resources, a Tibetan medicinal resource exhibition zone, a display zone for rare and endangered Tibetan medicinal resources, and a Tibetan medicinal germplasm resource bank will be established in Zagan Gou, Nanyi Gou, Milin County. These facilities will collect, protect, and propagate Tibetan medicinal resources, laying the foundation for their sustainable utilization. In addition, ex situ conservation efforts will be carried out to establish a Tibetan medicinal germplasm resource bank and a gene bank, preserving seeds, tissues and organs, DNA, and other organs or tissues of endangered or endemic Tibetan medicinal resources.

　　Second, the high-quality Tibetan medicinal herb production base project. Leveraging modern science, technology, and methods, and with the goals of Tibetan medicine cultivation, seedling propagation, and raw material conservation, we will establish a demonstration base for Tibetan medicine cultivation characterized by “large-scale planting, standardized production, branded products, and industrialized management.”

　　Third, the Tibetan Medicine Cultural Preservation Project. The Zagan Gou area in Nanyi Gou, Milin County, served as the base where Yutuo Yundan Gongbu, the founder of Tibetan medicine, conducted teaching and research on Tibetan medicine in those days. Through the establishment of an exhibition center, we will restore and recreate some aspects of Tibetan medicine teaching and research as they were during Yutuo Yundan Gongbu’s time.

　　Fourth, the Tibetan Medicine Innovation (Center) Project. This project includes the Tibetan Medicine Seedling Breeding Research Laboratory, the Tibetan Medicine Cultivation Research Laboratory, and the Tibetan Medicine Product Development Research Laboratory. It is dedicated to conducting research on Tibetan medicine seedling breeding technologies and developing products such as Tibetan medicinal drugs, health supplements, cosmetics, and novel food resources, thereby promoting the comprehensive utilization of Tibetan medicinal resources.
