Chairwoman Lei Jufang visited Haiding Village, Yuxu Township, Bomê County, to conduct a field study on targeted poverty alleviation efforts.

　　From March 24 to 25, Lei Jufang, a member of the National Committee of the Chinese People's Political Consultative Conference, Vice Chairman of the Federation of Industry and Commerce of the Tibet Autonomous Region, and Chairwoman of Tibet Qizheng Tibetan Medicine Co., Ltd., led a delegation to Haiding Village in Bomê County to conduct a research visit on targeted poverty alleviation efforts and to convey the spirit of the Two Sessions held nationwide. Officials from the United Front Work Department of Bomê County, the Federation of Industry and Commerce, and the Yuxu Township Government accompanied the delegation.

　　In Haiding Village, Lei Jufang and her delegation first held a symposium with the township government, the village’s two committees, the驻村 work team, and the assisted households. They learned about the status of assistance provided to Haiding Village’s targeted poverty-alleviation beneficiaries in 2016 and the changes that had taken place. They also conducted an in-depth analysis of the root causes of poverty among these households and discussed ways to help them escape poverty and achieve prosperity. Next, they held one-on-one conversations with each assisted household, gaining a better understanding of their living conditions, production situations, health status, and family circumstances. They assured the assisted households that Qizheng Tibetan Medicine would do its utmost to provide assistance through measures such as supporting education, creating employment opportunities, and facilitating medical treatment. Finally, Chairwoman Lei Jufang urged the township government and the驻村 work team to fully leverage their functional roles, regularly visit impoverished households, promptly convey and implement the Party and government’s policies benefiting farmers and rural residents, and ensure that these policies deliver tangible and effective results.

　　Through discussions and field investigations, we’ve learned that to change the villagers’ mindset and effectively help them escape poverty and become prosperous, Qizheng Tibetan Medicine has formulated a preliminary plan for 2017 as follows: First, provide free medical consultations and medicine distribution for both major and minor illnesses throughout the village. Among these, four cases of serious illnesses— including one case of tuberculosis, two cases of osteoarthrosis, and one case of lumbar disc herniation—as well as other chronic diseases, will be referred by Qizheng to medical institutions on the mainland and to the Tibetan Medical School in Nanyigou, Milin, with Qizheng covering all expenses beyond those reimbursed by medical insurance. Second, address the village’s lifestyle habits and promote health and hygiene knowledge, thereby tackling at the root causes of diseases such as high blood viscosity and lung disorders. Third, create “employment” opportunities for families to generate income. Specifically, Qizheng is offering three employment options for one orphaned child: (1) recommending that the child study medicine at the Tibetan Medical School in Nanyigou, with all expenses fully covered by Qizheng and two sets of clothing provided annually; (2) suggesting that the child work as a security guard at Qizheng Tibetan Medicine, where an experienced Qizheng employee will provide cultural education and gradually guide the child into learning technical skills in the workshop; (3) arranging local employment, with the township government coordinating the child’s placement as a hotel attendant in Bomê County. The orphaned child is currently considering these options. For other families with children who need employment, the township government will take charge of coordinating job placements and related matters, while Qizheng will handle all pre-employment training and other preparatory activities. Fourth, organize farmers and herders to cultivate medicinal herbs, with Qizheng Tibetan Medicine undertaking the purchase of all harvested herbs.

　　During this research activity, Qizheng Tibetan adhered to the principle that “targeted poverty alleviation starts with health,” and organized experts to provide free medical consultations for more than 110 villagers in Haiding Village. They also donated medicines worth over 18,000 yuan. At the same time, the experts answered the villagers’ questions in simple and easy-to-understand language and promoted health education, effectively addressing the villagers’ difficulties and high costs associated with accessing medical care. As a result, the farmers and herders felt the positive impact of the Party and government’s policies and the heartfelt care and concern from people across society.

　　On the 26th, Lei Jufang held a symposium with Comrade Yu Shui, Deputy Head of the United Front Work Department of the Linzhi Municipal Party Committee, Secretary of the Party Leadership Group of the Municipal Federation of Industry and Commerce, Vice Chairman, and Deputy Secretary of the Municipal Non-Public Sector Party Committee; and Comrade Pubu Changju, Deputy Secretary of the Party Leadership Group of the Municipal Federation of Industry and Commerce, Chairman, and President of the Chamber of Commerce. They exchanged views on steadily advancing the “100 Enterprises Helping 100 Villages” targeted poverty alleviation initiative for private enterprises throughout the city.
