The "Guangcai Initiative" is a poverty-alleviation and development program initiated and implemented by China's private entrepreneurs in response to the "National 1987 Poverty Alleviation and Development Plan." It focuses on poverty alleviation and development, with participation primarily from non-public-sector economic actors and private entrepreneurs—including businesspeople from Hong Kong, Macao, Taiwan, and overseas Chinese communities. Guided by the principles of voluntary participation, acting within one’s means, mutual benefit, and balancing righteousness with profit, the initiative places particular emphasis on the large-scale development of western China, targeting "old, young, border, and poor" regions as well as central and western areas. Centered on project-based investments, it aims to develop natural resources, establish enterprises, train talent, and promote trade. Through various means—including donations—it seeks to boost economic development in impoverished regions and advance social undertakings such as education, health, and culture. By working together for mutual benefit and sharing the fruits of civilization and prosperity, the initiative encourages those who have become prosperous first to help those who are less fortunate, thereby fostering common prosperity for all.
