Lei Jufang: Gansu Province's establishment as a comprehensive pilot zone for the development of the national traditional Chinese medicine industry is imminent.

On the eve of the Two Sessions, Lei Jufang, a member of the Gansu Provincial Committee of the Chinese People's Political Consultative Conference and Chairwoman of Qizheng Group, proposed that, as Gansu Province has been designated as a comprehensive pilot zone for the development of the national traditional Chinese medicine industry, policies to boost industrial development are urgently needed.
Lei Jufang stated that during several pivotal periods in the development of the pharmaceutical industry, Gansu Province historically missed out on favorable policy opportunities, resulting in a significant and persistent gap in the industry’s development to this day. Today, the internet economy has become a major market for China’s greater health and medical products. Under the new medical insurance policies, it has become an inevitable choice for traditional Chinese medicine (TCM) pharmaceutical companies to shift their focus to the internet in order to secure future success. As a national comprehensive pilot zone for the development of the TCM industry, Gansu Province should earnestly fulfill its policy mission of “taking the lead and experimenting first,” exploring new models and approaches for the scientific development of TCM in the context of the evolving internet economy. In responding to these new market changes, Gansu Province hopes to draw on best practices from more developed and neighboring provinces, forging a development model that is well-suited to Gansu’s unique regional characteristics. By promoting the integration of TCM, the health and wellness industry, and the cultural industry, Gansu can drive the development of its TCM sector and become a key engine for achieving leapfrog economic and social development.
In recent years, the Chinese medicine medical device industry has begun to take shape, with a steadily increasing number of enterprises, continuous growth in sales revenue, a sustained rise in product output, and significantly enhanced scientific and technological innovation capabilities. Currently, Chinese medicine medical devices developed in countries such as Japan and South Korea have all been filed for international patents, and the development and registration of related domestic products are also in full swing, making competition increasingly fierce. This trend is even more pronounced in other developed provinces. As shown in the figure:

The data mentioned above pertain to the status of Class I and Class II medical devices that have been launched in selected provinces since January 2000. As shown in the chart, our province generally lags behind other sister provinces in terms of medical device product registration and filing. Additionally, three provinces—Guizhou, Shaanxi, and Jilin—have introduced specific definitions for “health-care products,” which encompass products beyond those regulated as pharmaceuticals, health foods, medical devices, special-purpose cosmetics, disinfectants, and sports equipment. These provinces have also enacted corresponding registration regulations and standards for such health-care products. In Shaanxi Province, the health-care product “Hao Shili” eye patches have remained the sales leader in the eye patch category for 15 consecutive years, with annual sales approaching 500 million yuan and becoming a blockbuster single-product item on the internet. Therefore, our province urgently needs to develop and position relevant health-care products suitable for sale through online channels.
1. Class I medical devices—physical thermal (or cold) therapy products, with product categories primarily consisting of patches and ointments.

Herbal Soup Base Products Made from Gansu Medicinal Herbs: These products are primarily formulated using authentic Gansu medicinal herbs such as Angelica sinensis, Codonopsis pilosula, and Astragalus (yellow or red). Under the guidance of the “first-to-try” policy, these products will be prioritized for filing and registration under the supervision of our province’s competent authorities and subsequently promoted nationwide. This initiative will enable pharmaceutical, medical device, and food enterprises in our province to learn from and catch up with their counterparts in other provinces and cities, driving growth in the upstream cultivation and processing industries of Chinese medicinal materials and fostering the sustainable and healthy development of our province’s poverty alleviation industries.
