Editor’s Note: The important statements in the 18th National Congress report—such as “we must unswervingly encourage, support, and guide the development of the non-public sector economy”—have given entrepreneurs in the non-public sector renewed hope for their enterprises’ growth and further strengthened their confidence in developing the real economy. The 18th National Congress report has also charted a clear course and provided fresh impetus for accelerating the development of the non-public sector economy.
Vigorously developing the non-public sector of the economy not only helps boost urban and rural economies and increase fiscal revenues, but also contributes to expanding social employment and improving people’s livelihoods. To this end, starting today, our newspaper is launching a new column titled “Private Enterprises on the Longshang Plateau—Profiles of Prominent Private Entrepreneurs,” which will highlight and showcase the outstanding experiences and best practices of private entrepreneurs who dare to strive and are courageous in starting their own businesses. The aim is to inspire cadres and the general public across the province to further emancipate their minds, actively establish non-public enterprises, and wholeheartedly dedicate themselves to the great cause of enriching the people and revitalizing Gansu, thus contributing their own efforts to building a new, happy, and prosperous Gansu characterized by transformative economic development, harmonious and stable social progress, common prosperity for all ethnic groups, and sustainable, eco-friendly growth.

This is the quote that Lei Jufang admires most—and it’s also the origin of the name “Qizheng Pharmaceutical.” This entrepreneur from the kingdom of Tibetan medicine has entered the capital market and created a legendary story.
In the early 1990s, Lei Jufang, who was studying in Gannan, conducted more than a hundred in-depth field investigations and studies in Tibetan areas, sincerely seeking guidance from master practitioners of Tibetan medicine, which enabled her to establish Qizheng Tibetan Medicine.
At the very beginning of Qizheng Tibetan Medicine’s establishment, Lei Jufang, together with Tibetan and Han research experts, fully leveraged the unique historical value of Tibetan medical culture and successfully developed a new patented Tibetan medicine formulation—the Qizheng Pain-Relieving Plaster. At the same time, they employed modern technological methods—vacuum freeze-drying—to scientifically address the challenges of extracting and preserving the active ingredients from natural plants found on the Qinghai-Tibet Plateau. Upon its launch, the product quickly gained widespread popularity among patients and has become the preferred essential medicine for China’s national athletes due to its rapid and reliable efficacy.
Qizheng Pain-Relieving Plaster has won numerous prestigious awards, including the Gold Medal at the 26th Geneva International Exhibition of Inventions and New Technologies. In just a few short years, Qizheng Tibetan Medicine has rapidly risen to become the leading player in China’s Tibetan medicine industry.
From female scientist to entrepreneur, her relentless pursuit has been the cornerstone of Lei Jufang’s life. As the leader of the company, she has always believed that wealth belongs not only to society but also to the public at large.
In 1995, the China Guangcai Program sent a delegation of Chinese private enterprises to Tibet. Lei Jufang was deeply moved by the Guangcai Program’s philosophy of balancing profit with public welfare. More than a decade later, Lei Jufang has remained true to her altruistic commitment, investing over 65 million yuan in total in public welfare initiatives such as healthcare, education, poverty alleviation, and disaster relief in Tibetan areas. She herself was named one of the “Top Ten Poverty Alleviation Role Models” nationwide.
As a privately-owned entrepreneur who grew up locally, Lei Jufang has always been determined to do something meaningful for the people of Gansu. The third pharmaceutical factory built by Qizheng Investment is a shining project located in Yuzhong County. At the very beginning of the factory’s construction, Lei Jufang experienced intense internal conflict. Every time she traveled through Chengdu on her way to Tibet, officials from Chengdu’s development zone would warmly invite her to dinner. Lei Jufang knew perfectly well that they hoped Qizheng would set up its factory in Chengdu—after all, the conditions there were indeed quite attractive. Yet in the end, she firmly decided to build the factory in Yuzhong, a nationally designated county plagued by poverty. Company financial staff calculated that if the factory were located in Yuzhong, Qizheng would have to invest an additional 6 million yuan each year—but Lei Jufang remained unmoved. She said, “The western regions, especially the poorer ones in the west, need even more dedication—even if that dedication means greater hardship and higher costs.” Today, Qizheng’s pharmaceutical factory in Yuzhong has become a vital economic force in the local area, and its contributions to the local economy have been steadily growing year after year.
Having successfully transitioned from an intellectual to a private entrepreneur, Lei Jufang’s understanding of business is deeply rooted in her respect for and eagerness to attract talent. She says, “Cultivating talent is both a responsibility and an obligation. Only by nurturing talented individuals do I truly feel that I’ve made a meaningful contribution to the western region. These young people are now able to thrive at Qizheng; if they can go on to inspire and develop a new generation of talents who become leaders in western enterprises, I’m confident they’ll one day take great pride in their accomplishments.”
In the arduous journey of starting her own business, Lei Jufang has actively recruited Tibetan college and graduate students from well-known domestic institutions, continuously stepping up efforts to cultivate multi-ethnic, versatile talents and enabling a group of local core employees to grow and thrive.
For over a decade, it has been thanks to a wise leader like Lei Jufang that Qizheng Tibetan Medicine has achieved numerous firsts in China’s Tibetan medicine industry: it was the first Tibetan medicine enterprise to obtain national GMP certification, won the Second Prize for National Scientific and Technological Progress, received the International Invention Gold Award, become a national high-tech enterprise and a national-level enterprise technology center, and been listed among the country’s首批 innovative enterprises—achieving one groundbreaking milestone after another in the history of Tibetan medicine technology. In the nationwide market for topical pain-relief medications, Qizheng Tibetan Medicine has ranked first in sales for seven consecutive years, prompting Western medical experts—and even the broader market—to re-recognize Tibetan medicine culture.
